Brazil’s 2026 tax reform: systems, contracts and decisions
The transition to CBS and IBS affects more than a tax calculation. Product and service records, invoice systems, the customer mix and working capital need to be considered together.

Understand the transition
CBS is the federal contribution and IBS is the state and municipal tax in the new consumption-tax model. The transition is phased; the period and specific rules for the operation matter. A test year still requires preparation of systems and documents.
Review your customer and supplier chain
A company selling mainly to businesses needs to assess how credits affect the customer’s final cost. A consumer-facing operation has a different commercial comparison. Neither customer profile alone determines the best tax choice.
For Simples Nacional businesses, evaluate the rules for remaining within the collection system or electing the regular IBS/CBS treatment. Check the official election calendar for the relevant year instead of assuming the usual timing applies.
Prepare invoices, contracts and cash projections
Check whether the invoicing system supports the required fields and classifications. Coordinate data corrections with the software provider, purchasing and sales teams.
Split payment concerns separation of tax at financial settlement under the implementation rules. Its effect on cash must be assessed for the transactions actually covered, rather than applied automatically to every receipt.
- Review product and service registrations and classification.
- Identify B2B and B2C revenue and the relevant supplier information.
- Test pricing and margin assumptions with consistent data.
- Review long-term contracts and implementation responsibilities.
Use a documented review
A study should distinguish confirmed requirements, assumptions and unresolved regulatory points. The result needs an action calendar and responsible parties; there is no universal promise of a lower tax bill.
Informative content. A case-specific analysis requires a contracted service and reliable records.
